Which states produce winners

Winning States
I have wondered which states produce winners. On page 2 in the college book I publish we know which states produce the most, but that does not measure the quality. I then looked at the wins and losses that the players in that state produced at the colleges they attended in D1. The results were interesting. On the roster the top three were
State Pct. (#rostered)
1. North Dakota .710 (1)
2. Iowa .609 (47)
3. District of Columbia .597 (15)
4. Utah .581 (45)
5. Delaware .574 (11)
But if we look at the starters only
1. Vermont .629 (2)
2. Iowa .621 (15)
3. Nebraska .610 (10)
4. District of Columbia .587 (4)
5. South Dakota .581 (6)

If you notice most of these states are smaller in size. What of the bigger producing states--who has the best quality?
Again looking only at the starters from these states (above 50 starters)
1. Florida .538 (51)
2. Texas .531 (107)
3. Tennessee .526 (62)
4. Ohio .520 (74)
5. Georgia .510 (58)

Florida also produced a .537 for rostered players, the top for the bigger states.
